government, regulators, public sector & industry bodies

Nationalisation targets. Cleared mandates.
Specialists who have done both.

Hyring connects UAE and GCC government entities, regulators and industry bodies with vetted recruiters experienced in nationalisation hiring, security-cleared mandates and public sector process. Engaged embedded, fractionally or per project, without a multi-year outsourcing contract.

Abu Dhabi and Dubai based. Emiratisation and Saudisation mandates. White-label talent portals available.

what makes public sector hiring different

Four constraints a commercial recruiter will not know how to work inside.

These are not harder versions of ordinary searches. They are a different job, and getting them wrong is expensive in ways that are not only financial. They apply to regulators, free zone authorities and industry bodies as much as to ministries and entities, with one addition: a regulator's hires face an independence test as well as a capability one, and the search has to be run so that both survive scrutiny.

mandated targets

Nationalisation quotas

Emiratisation and Saudisation targets are regulatory obligations with reporting attached, not diversity aspirations. They need recruiters with genuine local networks for mid to senior national talent.

access

Security clearance

Defence-adjacent, cyber and critical infrastructure mandates often require cleared personnel. Specialists can be cleared through your entity's process where the engagement requires it.

process

Approval cycles

Committee approval, grading structures and procurement rules set the pace. A recruiter who pushes commercial urgency into that process damages the relationship.

scrutiny

Documented fairness

Selection has to be defensible after the fact. Process, scoring and record-keeping matter as much as the shortlist itself.

nationalisation, specifically

Emiratisation and Saudisation are a distinct skill.

Applying a nationality filter to an ordinary search is why so many nationalisation programmes stall. What actually works looks different.

network

Reach into national talent

Mid to senior national candidates are largely not on job boards and are heavily approached. Access depends on personal network depth built over years, which is precisely what you are buying.

retention

The hire is only half of it

Meeting a target and then losing the person in eight months achieves nothing. Our human capital partners work on onboarding, development and progression so the appointment holds.

reporting

Evidence for the regulator

Because assignments run through the platform, activity, slate composition and outcomes are recorded and reportable rather than reconstructed from memory at year end.

If a specialist does not have the network, we will tell you.

Declining a mandate we cannot serve properly costs us one engagement. Staffing it with someone who cannot deliver costs you a year and a reporting position. We would rather have the first conversation than the second.

Security clearance, where the mandate needs it

Specialists working government mandates can be security cleared where the engagement requires it. Tell us the level and the issuing authority when you post the brief. We will match you to people who already hold it, or who are eligible and willing to go through your entity's process. The clearance itself is granted by the sponsoring authority rather than by us, so the timeline is theirs.

Where formal clearance is not required but the mandate is sensitive, the brief can run without naming your entity until you choose to disclose it, with your own non-disclosure agreement in place first.

How a clearance actually runs

High level, because the detail belongs to your entity and its process. Knowing the shape is usually enough to plan around it.

01

Documents assembled

Passport, visa, Emirates ID, photograph, attested education certificates, police clearance and the offer letter. Family book where the candidate is a UAE national. We chase these rather than leaving the candidate to work out what is needed.

02

Submitted by your entity

Documents are validated and the request is submitted. Only the sponsoring entity can lodge it, which is why this step sits with you rather than with us.

03

Reference number issued

The request is registered and a reference number comes back. From this point the candidate is in the queue.

04

Under review, with no live status

The honest part. There is no progress tracking visible to you, to us or to the candidate. Anyone offering you a status update here is guessing.

05

Decision, then the Emirates ID

Turnaround runs from about a week to several months depending on the case, and it is longer where the candidate holds certain nationalities. The Emirates ID application follows the clearance rather than running alongside it.

Plan the offer and the notice period around step four, not around step one. It is the only stage nobody can accelerate or see into, and it is where offers get lost when a candidate has another one in hand. We will tell you at intake whether your requirement is likely to hit it.

how entities engage

Three shapes that fit public sector procurement.

surge

Embedded team

Several specialists inside your talent function for a defined programme, on day rates. Our largest engagement to date was four recruiters embedded for six months on a cybersecurity build in Abu Dhabi.

Fits a funded programme with a delivery deadline
capability

Fractional people leadership

A fractional CHRO or human capital partner for a day a week to build nationalisation strategy, workforce planning, grading or onboarding, rather than to fill individual roles.

Fits building the function rather than staffing it
infrastructure

White-label talent portal

Your own branded careers portal and brief-to-hire workflow running on Hyring's architecture: briefs, matching, vetted supply, milestone payments, without building the plumbing.

Fits entities and industry bodies wanting their own front door

A cybersecurity division hiring at volume.

A leading global technology group was hiring at scale across its cybersecurity division and needed to bring agency fees down substantially. Hyring deployed four dedicated freelance recruiters over six months, working inside the team. More than 100 hires were completed and the engagement continues on an as-needed basis.

public sector questions

Frequently asked

Can Hyring support Emiratisation or Saudisation targets?

Yes, and it is one of the most common reasons GCC entities come to us. We match to specialists with direct, evidenced experience of nationalisation hiring, which requires deep local networks for mid to senior national talent, an understanding of the entity's reporting obligations, and the patience to work inside government hiring cycles. We also support the retention side through human capital partners, because meeting a target and losing the appointee within a year does not achieve the objective.

Can recruiters be security cleared?

Yes, where the mandate requires it. Tell us the level and the issuing authority when you post the brief and we will match you to specialists who already hold it, or who are eligible and willing to complete the sponsoring entity's process. Clearance is granted by the relevant government authority rather than by Hyring, so eligibility and timelines are set by them and vary by entity, nationality and level. Where formal clearance is not required but sensitivity is high, we can filter for prior vetted-environment experience, apply enhanced background checks and put entity-specific non-disclosure agreements in place before the mandate is discussed.

Do specialists work onsite at our premises?

Frequently, yes. Public sector embedded assignments in Abu Dhabi and Dubai are commonly onsite or hybrid, because proximity to hiring committees and internal stakeholders is usually what makes the assignment work. We match to specialists already resident in your emirate with valid visas and the right to work onsite. Specify the pattern you need in the brief and it becomes part of the matching criteria.

How does this work with our procurement rules?

Engagements are structured as day rate, project fee or success fee per brief rather than as a multi-year outsourcing contract, which usually makes them considerably simpler to route through procurement than an RPO agreement. Where your entity requires its own contracting framework, contractor structure or onboarding process, we work to yours rather than imposing ours. Tell us the constraint in the brief.

Can we have our own branded careers portal?

Yes. The marketplace architecture, including briefs, matching, vetted supply and milestone payments, can be white-labelled as your own branded talent portal or job board. This is built for entities and industry bodies that want their own front door and their own brand on the candidate experience without building the underlying infrastructure.

How is confidential information protected?

Mandate information is shared strictly on a need-to-know basis and only after confidentiality terms are in place. Every specialist on the bench signs Hyring's confidentiality and data handling terms as a condition of joining, and we will put your entity-specific non-disclosure agreement in place on top of that. Briefs can run without naming your entity until you choose to disclose it.

Is there a minimum engagement size?

No. Entities engage us for a single senior specialist search as readily as for a multi-recruiter embedded programme. Starting with one defined mandate is a reasonable way to test how we work before committing to anything larger, and we would rather you did that than sign something big on trust.
